Level 3’s allegation about Comcast broken down (video)

Pardon the audio which appears delayed, but I did some research and here is my explanation of my  understanding of the Level 3 allegation that Comcast has charged it an extra tolling fee for it to service to one of Level 3’s customers, Netflix!
